  • Proposal takes aim at charities that evade taxes offshore

    Sen. Charles E. Grassley has introduced legislation that would deny some federal money to charities that put money in offshore accounts to avoid paying income taxes. Grassley, senior Republican on the Senate Judiciary Committee, has proposed barring such charities from getting grants from a federal program that helps prisoners re-enter society. The proposal follows an inquiry that he and several other lawmakers conducted last year into Boys & Girls Clubs of America.

    Charitable giving by America’s biggest companies will probably be flat in 2011, after a sharp rebound in 2010, according to a survey of 180 of businesses. Cash giving rose by 13%, a relief to charities after the recession caused a decline of 7.5% by companies in 2009.

  • Protection of Charitable Assets Act receives approval

    The Uniform Law Commission (ULC) has approved the Protection of Charitable Assets Act (POCAA) as a model law. The approval means that individual states can use the act or any part of it as a model for regulation of nonprofit organizations. States are not required to use any of it. It replaces the Uniform Supervision of Trustees Charitable Purposes Act, passed in 1954.
